กล้องของสถานีโทรทัศน์ ซีซีทีวี จับภาพตำรวจ 3 นายกำลังทำร้ายร่างกายสมาชิกกลุ่มอาชญากรคนหนึ่งไว้ได้ ทำให้เจ้าหน้าที่ตำรวจจากหน่วยพีทียู แซม (เริ่นต๋าหัว) เหมย (เส้าเหม่ยฉี) และ ตง (หลินฉแหว) ถูกเรียกตัวไปสอบสวน
หลังจากนั้น อาชญากรคนดังกล่าวตกเป็นผู้ต้องสงสัยในอีกคดีหนึ่ง ทำให้ พีทียู และหน่วยรับเรื่องร้องเรียนเกี่ยวกับการปฏิบัติหน้าที่ของตำรวจหรือ ซีเอพีโอ ต้องขัดแย้งกัน เพราะต่างฝ่ายต่างต้องการจะดำเนินคดีที่ตัวเองมีหน้าที่รับผิดชอบ
A CCTV camera records three unidentified police officers brutalizing a triad member, and three Police Tactical Unit (PTU) officers, Sam (Simon Yam), May (Maggie Siu), and Tong (Lam Suet) soon come under suspicion.
When the triad member turns up as a suspect in a parallel investigation, the PTU find themselves competing with law enforcement agency CAPO (Complaints Against Police Office) to find the suspect.
