Believing birth control is essential to the nation's development, the Korean government dispatches agents to every province in the 1970s. Hyun-joo is one of the agents sent to Yongdoo village with the mission, to drop the birth rate to 0%.

She has to demonstrate how to use a condom in front of people who had never used one, and has to patrol the village every night to make sure they are doing it properly. Despite Hyun-joo's desperate efforts, it is very difficult to persuade people to forego having children. Even so, as her mission is about to be completed, she is confronted with an even greater task.
